This means that they put blame on outside forces on how their life is currently going. This also leads to depression and other mental illnesses because they feel like they have no control over their life. An internal locus of control is needed as well to balance these things. If you believe YOU have control over your own life it will motivate you to take risks and do things outside of your comfort zone, not what others say.
